Mono-kini or too muck skin showing are strictly forbidden in Paris during the event. And the rest of the year. But some old women in the Island of the center of the picture did not abide by this law. The cyclist could have had an accident because of them ! H.

Funny you focused on what the biker was looking at - I think he is about to fall off with all the naked flesh around there. Nadege is right - the bronze bodies in Greece were a bit nicer :)
